For many (old) entries in the Groups Register the IsConcrete field has no value – this is because the data for this field has not been provided yet for these entries. In such situations the value of IsConcrete must be interpreted as “unknown”.

IsConcrete is mandatory for all (new) LEAF entries being added to the Groups Register.
